It is little difficult to get CSE there, as there is cut-off for CSE is under 10k rank.

You can get admission in the central government college with this score, but you can't get admission in the CSE branch you can only get the ECE branch at this rank.

SASTRA considers total percentage in +2 and it is also normalised based on the top marks, not based on any cutoff.
Analysing your scores -
Stream 1:
0.75*76+0.25*74=75.5/100
It is a good score but you can't get top branches. 70% of the seats are filled by:
10% is for Tanjore natives.
10% is for Trichy natives.
30% is for Tamil Nadu natives.
50% is for other states.
Stream 2:
Your +2 percentage is 76%. This percentage of yours will be converted to percentile and taken in to account.
