First you need to register for PhD. This you can do only if you have completed PG. Then many universities conduct exam to allow or deny students registered. If you pass, the you have to search for a guide and the research topic

I don't think any University would allow you to take admission for MSc in maths based on your graduation in engineering. You need to have graduation in maths before you can seek admission to MSc.
