NITs currently do not have provision for lateral entry admission in B.Tech for Diploma holders. You can seek admission by appearing for JEE in first year of engineering as you have done class 12th.

Hi Swoyam,
Hard to pinpoint a particular country. Requirements differ with universities and depend largely on a candidate's profile. All the universities and colleges have lateral entry option for which you must meet necessary requirements as per the university's policy. You must check universities websites, and email them your academic profile. If they find your qualification fit for a lateral entry, you will be considered for the same. Please be proactive and do research, visit university websites rigorously. US, Canada, UK, Australia and New Zealand could be good options.

Distance learning is not a good idea. You should take admission in a college through lateral entry and continue your higher education.
