Now, coming to your question, not only IIT (JEE ADVANCED & MAINS), one can appear in any national-level entrance exams like NEET, CLAT & so on after passing from NIOS.

Taking a drop of one year is upto you but there are some other good private universities like BITS Pilani, VIT University, Manipal, SRM, Amrita, etc. where of is better to do engineering (B.Tech). But, it is necessary to have cleared the respective exams.
If you have cleared them and have a good rank then, there is no need to take a drop for one year.

Don't keep on wating your time after JEE. No, doubt it is a prestigious exam but it is not the end of the world. Go for admission in LPU. LPU has earned a good reputation for itself in the field of education. Taking admission there will give you a cutting edge over other students as I have heard that they work hard on their students when it comes to placements. Not only are the students equipped with theoretical and practical subject knowledge but also they are trained to face placement exams with ease.
Another plus point is the university has made it possible for all to have access to quality education.

Since the cut-off for ST category students for JEE Mains 2017 is 27, you have passed it but the score is not very good. You may use the college predictor for JEE Mains which may suggest some colleges for you:

But, I think, you may not get a top NIT and have medium chances of getting an NIT.
