There are vastly different dynamics at play when one wishes to change engineering college midway after beginning of the course. It's at least possible where management is same in both the colleges. Else the college that you want to leave will put in as many obstacles as possible since that college will be loosing a paying student. Hence, practically speaking, if management of both colleges is same then you may attempt but if the management is different then it would be a futile attempt. Best wishes to you.

Universities like JNU, Lovely Professional University, Anna University etc. provides lateral entry programmes for Diploma holders. If you are seeking admission in electrical engineering branch then my suggestion would be VIT. It is one of the most reputed private colleges after BITS-Pilani. It is the best option in every context whether it is the environment, placement, fest, exposure or anything else. It is better than BMS-Bangalore. BMS-Bangalore is also a good option. Now, it's up to you, but first of all, you have to clear its entrance exam.
