As per my knowledge, You are eligible for M.Tech CSE as the minimum eligibility criteria is B.E/B.Tech in (EEE/ ECE/ Electronics/ IT/ CSE/ I&C/ E&I/ Instrumentation) or MCA. To find the best University, It all depends from person to person. There are various factors that will go into making an institute the best for you. You can go for your Bachelor degree then you will called as degree holder and if you want a job you can give your bio data to respective company which are dealing with chemicals and also join as technician in ONGC, IOCL, IOC, BCPL.

Assuming from your choices of colleges, I strongly believe you are somewhere from Tamil Nadu. Well, good enough.
