With a rank of 741783 in the General category in JEE Main, admission to NITs, IIITs, or government engineering colleges through JoSAA/CSAB is not possible. But you can possibly get admission in private universities such as LPU, SRM, Amity, or through state-level counselling in certain aided or private colleges. Look at the backup alternatives such as diploma-to-degree (lateral entry), improvement year, or application to universities with their own entrances. If you happen to be part of a reserved class, possibilities may marginally increase. Investigate state counselling or direct admission in private colleges on availability.

Yes it is generally possible to get admission to a B.Tech programme with a backlog in your Polytechnic Diploma but you likely need to clear the backlog before. The colleges usually require all backlogs to be cleared before any entry for the BTech program.

These UP government colleges do accept JEE Main scores through UPTAC counselling, and have cut-offs in the range your rank can fit:
1. Govt. Engineering College, Azamgarh
Provides IT, Civil, Mechanical with seats through JEE Main/UPTAC
Closing ranks are generally in the 5,000–6,000 range for IT/Civil.
2. AKTU Affiliated Colleges (e.g., IET Lucknow, KNIT Sultanpur)
Previous CSE cut-offs:
IET Lucknow: ~30,000 closing rank
KNIT Sultanpur: ~20,000–35,000 for CSE/IT
With a ranking in the hundred-thousands, even those are probably out of your price range for CSE/IT.
3. Deen Dayal Upadhyaya Gorakhpur University (DDU GKP)
CSE closing rank for Genera

With 70% tile in JEE Mains and belonging to SC category getting into top NITs or GFTIS for CSE is unlikely however there is a possibility of getting a seat in some NITs or GFTIs with lower cutoffs through cseb special counselling or through other state level or private engineering colleges.
