You're looking to make career in research and related fields like teaching then without doubting you should go for M.Tech. But, if you are interested in marketing, sales or business development fields then definitely, you should opt for MBA. Either, you do research or go in Business related fields, both have very good career perspective in coming years as India is a developing country and you will always have good scope in these two fields. But, no good scope for MS as there is no well recognised college for it.

If you are interested in Higher Studies or research in the same stream, then you may go for M.Tech. Else, MBA would be a good option. You should have 55% in B.Tech/BE and a valid score of GATE. I am enlisting a few good colleges for M.Tech : IIT Roorkee, IIT Guwahati, DTU, IIT Varanasi, IIT Dhanbad, NIT Surathkal, NIT Tiruchirappalli, NIT Warangal, NIT Calicut, Lovely Professional University, Jalandhar, Punjab, College of Engineering, Anna University, DTU, VIT, BITS, IIIT Hyderabad, IIEST Howrah, College of Engineering Pune, Jadavpur University, IIIT Allahabad, Anna University

After Diploma, you can take direct admission in B.Tech (2nd year) through lateral entry. So, instead of the last two years of school and four years of the degree engineering course (a total of six years), the same qualification is achieved in the same time with three years of a Diploma course and three years of the degree course after the direct transfer. Engineering entrance exams like JEE Main (previously AIEEE), JEE Advanced (previously IIT-JEE), and individual state and college Common Entrance Tests can be by passed and avoided.

Any field of law, including Cyber law, is LLB. Hence, you can pursue an LLM only after you have finished your LLB. That being said, there are various diploma courses and online courses in Cyber Law that can be pursued even without doing LLb. You can opt for one of those. Indian Law Institute has a part-time diploma is Cyber law and it is open to even non-law graduates.
Asked about University College of Law , Osmania University - Postgraduate Diploma in Cyber Law: Please check the criteria that this particular course requires. Going by the general rule, you should be eligible for this diploma.
