It's very nice to see that you are interested in pursuing graduation in engineering after completion of your Diploma in engineering. The fees charged by majority of colleges for different branches of engineering is almost same. Though it differs widely with institute or university. Fees in general vary from about 2.5 L to 5L for four year course. For lateral admission it would be proportional to three years since fee is same for direct or lateral admission students.

Admissions to institutions abroad are based on a wide spectrum of criteria and not only on excellent academic record. Of course your very good CGPA will surely and definitely help.
