As far as I know, only Sanjay Ghodawat University offers aeronautical engineering in Kolhapur. You may also refer the link below for the colleges in Kolhapur and other parts of Maharashtra:

Hello,
To apply for MHTCET counseling you should have qualified in the MHTCET exam only. You cannot attend that counseling with JEE marks. With your JEE scores, you can enroll for the counseling under JoSAA only.

The minimum eligibility for engineering and B.Sc is to have scored at least 50 percent in your board exams. There might be a 5 percent relaxation for reserved category students. However, the eligibility varies for each college and you may also need to clear an entrance exam depending on the colleges in which you wish to get admission.
