ICAR is a national level exam while EAMCET is a state level exam.

No, you cannot get admission in IIT after qualifying ICAR. You need to qualify JEE Advanced exam to get into IIT.

Acharya is better for mechanical engineering. You can judge the colleges on the basis of infrastructure and teaching quality.

B.Tech degree is always considered better than a Diploma. I feel you should go for B.Tech in CSE. It has a great scope.
