Whenever we talk of fees it is normally only tuition fees. It not only does not include hostel charges, it also does not include many different types of charges that the college would charge.

It's better to go with B.Tech course since you completed your 12th. If you go for diploma, it will be like wasting 3 more years as you have already completed 12th.
