It is not possible for you to get admission in any of the colleges with this rank. There are some institutes which accept admission based on class 12th score. You can try in those institutes.

The best colleges under MAKAUT offering B.Tech in IT are IEM, Heritage, St. Thomas, Meghnad Saha College, etc. You can get admission in either of these without giving Entrance Examination, through management quota. Contact the college to know more about the details, fee structure, and procedure.

Yes, you can change your branch from EE to ECE. But you need to appear in the entrance with ECE as your desired branch. At the time of filling the application, ECE should be your preferred branch. Best of luck.

B.Tech course is somewhat more practically intensive than the BE course which is more theoretical. The difference (which is quite minor) between the two degrees can be understood from their names itself, Engineering vs. Technology. Engineering is a "Science", dealing more with theoretical concepts & principles.
