There is only electronics and telecommunication course that is being offered and electrical engineering is offered separately. You may refer the respective links to know the best colleges. For electronics and telecommunication colleges in UP:

The cutoff score varies every year and based on your caste, for OC (general category), it will be the highest- around 195 and it reduces for others. For SC, ST it will be the lowest. However, you need to have at least 190 to get CSE at Kongu Engineering College.

To be frank, it would be quite difficult for you to get Computer Engineering in VIT Pune. I would suggest you to think of the regional colleges in your city/state. Also be open for IT or ELEX/E&TC, of interested.
