I got 494/600 Tamil Nadu state board and 92.39 percentile in JEE main-2019. Can I get CSE, IT, or ICT seat in sastra university?

Your marks are quite good in Tamil Nadu state board and yes there are some chances to get a seat in SASTRA in which branch do you want.

I think, there is no chance in any NIT at this rank in EWS, because EWS has only 10 % seats. So, NIT seats can maximum go unto 8000 rank in EWS.
