First of all, you have not mentioned the stream of your daughter in class 12th, based on the stream there a lots of courses, different state colleges and universities have different admission process but mostly it is the same.
You can look for the eligibility criteria of the course in which your daughter wishes to take admission, based on that you can fill the admission forms online or offline for the respective college or university in which your daughter wishes to take admission.

Hi,
You can get NIT College with this rank but the stream you won't get CSE, IT, etc. Other government colleges which you can get is UIET (Panjab University) etc. with this rank. Good luck.

I think anyone can appear for this exam. There appears to be no restrictions like domicile fir this exam.
