Yes, you are obviously eligible for BA honors if you have complete your 12th in any stream from a recognised board. This is the basic eligibility to apply for BA course and other criterias may vary according to the Institute you are applying for. If you are planning to take admission in top institutions like DU, you need to appear for entrance exam like CUET etc. But for a normal Institute, a good score in 12th is enough. Your optional in 12th doesn't have a major impact in getting admission so you need not to worry about that.

Candidates should note that all English tests share a common objective, to test the candidate on their understanding of the English language. Hence, the core of all exams is identical in nature. They are different when it comes to the exam pattern and syllabus. Hence, when we talk about the toughest exam, candidates should note that they are at par with one another. Meaning, anyone finding difficulty with TOEFL would face similar problems while appearing for other English exams and vice versa.

It depends on the college/department you are applying for. If your college/department calculates the score considering the scores in English, you can apply to the college. But, if the scores are mandatory to be taken into consideration while calculating the total score in your desired college. Then, unfortunately, you cannot.
