Yes, a GATE-qualified student with an MA in English can apply for a PhD programme and may receive a stipend. Although GATE is mainly linked with the engineering and technology fields, some institutions may allow the acceptance of GATE scores in interdisciplinary programs, including those of humanities.
Stipend Details:
Stipend Amount: PhD students are paid a monthly stipend of 31,000 for the first two years as Junior Research Fellows (JRF). It increases to 35,000 in subsequent years as a Senior Research Fellow (SRF).
Eligibility: Candidates who had earned a valid GATE score and were registered at approved PhD programs at participating GATE institutions, became eligible for the stipend.
Application Process
Candidates should check on certain eligibility criteria and processes regarding applications for the interested universities, as policies do tend to vary. Best advisable would be to consult admissions offices of the respective universities if they have any questions as concerns applying with an MA in English.

You can apply for Master of English Literature Program (MA) at Jawaharlal Nehru University (JNU) through Central University Entrance Test (CUET-PG): 

Eligibility: Make sure you meet the eligibility criteria and understand the minimum course requirements for the program. 

Instructions: Apply after the announcement of CUET-PG results. 

Selection: Based on how you enter, including your performance on the Computer Based Test (CBT) and any negative points added to your score. 

No viva voce: There is no viva voce test for admission to these programmes. 

JNU's M.A. programme is two years and divided into four semesters. The university reserves 10 per cent seats for candidates belonging to OBC, SC, ST and physically challenged. Foreigners can also apply for up to 15% of seats per event.
