For some private universities, you are eligible but for government universities such as Delhi University and BHU, you have to score a minimum of 55% to appear for the entrance exam conducted by the university.

Be confident. Surround yourself in English. Put yourself in an all English speaking environment where you can learn passively. The best way to learn is through speaking. Practise every day. Make yourself a study plan. Practise on reading, writing, speaking and listening. They all need to be worked on for you to improve.

Hi Chaitali,
IELTS is basically a British test, if you have applied for an institute in British Commonwealth then go for IELTS else you can take up TOEFL which is also widely accepted. As far as I know, TOEFL is accepted in Ireland.
