The cut-off for Maharashtra candidate is somewhere around 85% and for non-Maharashtra candidate it is around 90%.

I don't know about any universities or colleges offering such, but the tuition fees is waived off totally in case of Tuition fee waiver scheme in various colleges, which is a kind of scholarship. Only criteria is economically weaker section and a good score in entrance.
