Hi,
After 12th, you can take admission through entrance or direct procedure. Because few institutes take entrance for the admission but few institute give admission on merit basis as per 12th marks. It totally depends on the institute you want to apply for.

Yes, definitely you can opt for an English medium exam is IAS even after studying in Hindi medium. I would suggest you go for a more integrated graduation course rather than only going for IAS after HSC. It is very difficult to crack this exam. If you are sure that you want to become an IAS, then go for BA iIn public policy and administration course from UPES, they are offering IAS training along with this course which will be beneficial for you.

If you are interested in the teaching field, then you can pursue B.Ed. There are various fields, if you pursue MA after completing BA, I think MA will be a better option for you. After completing MA, you can pursue B.Ed too.

No, not at all. You can communicate in which ever language you feel comfortable in. Things are pretty flexible and relaxed in DU. The 'medium of teaching' is both English and Hindi. For example, students of English (H) will obviously be taught in English but there is no hard and fast rule there too. I have seen many teachers constantly shifting between English and Hindi while delivering lectures. Nobody is going to point fingers at you for speaking any language other than English.
