You can definitely pursue a course abroad, something relevant to your education background and which will help you boost up your career. Instead of selecting a random course figure out what you want to do career wise and choose a relevant course accordingly. Visit the university websites, narrow down your choice based on the university admission requirements, budget, etc. Take your IELTS or TOEFL too.

Hence, you can apply only when you belong to reserved category. If your aim is only PhD then you have other options like M.Phil for which you can apply with this percentage. After completion of M.Phil with required marks, you will be eligible for PhD admission.
