Almost every university in Germany, nowadays offer Master's degree programs in English. You can take help of DAAD website to see the list of programs and universities delivering programs in English.

Truthfully, communication and English is important to get through. But, I would say, do give it a try.

You are eligible to appear for MA English entrance examination at Delhi University, JNU, etc. because eligibility criteria for admission test for MA English is Bachelor's degree from a recognized Indian university with at least 50% marks.
