Admissions for the majority of seats are done based on ranking of MHT CET. However, some seats are assigned for "All India Quota". These seats are filled up using ranking of JEE Mains. No, only JEE Mains qualified students will be able to attend the counselling. However, you can approach any other private colleges with your JEE Mains score.

If you wants to prepare for CAT, first of all set your goal may be of college which you want, research on it then find out the syllabus and model papers and previous year question paper too. First complete the syllabus then go for model question papers and previous year question papers, and don't forget to revise it frequently.
