Dear Zaid,
If you don't have work experience you should opt for a MS Management program. France, Netherlands, Spain and UK have some of the best schools for MS Management. Don't worry about your grades, apply with a very good SOP and get your teachers to write impressive Recommendation letters, you may be required to take the GRE. HEC Paris, IE Business School, IESE, INSEAD and London Business School are some schools worth applying to. You can work part time, all international students can. For details you need to check with the universities.

The major benefit you get from these countries is tuition fee, which is comparatively lower than other countries like UK, USA, etc. But, the major constraint is the language. Germany is a much better option as you are from mechanical background.

A year course after B.Com in fashion designing will help only if you have been working in some related field for all these years. You can surely go for a Diploma or Master's which is generally for 15 months in different aspects of fashion sectors if you plan to.

Hi Prachi,
16-years education is only required by universities in US and Canada. Countries like UK, France, Singapore, Australia etc. accepts 15-years or three-year Bachelor's degree from India.

You can apply for a student visa after you have been accepted or admitted by a university of the college. Decide what you want to study and check for admission requirements, prepare and apply accordingly.

I don't think there could be any best country for an internship. It would be like fetching a job. Have you contacted any firm where you plan for an internship? Whether they will pay your or not will depend on the firm itself. They will not pay you a huge stipend if they do pay. Living expenses must be borne by you. Both France and Sweden are good for engineering, so you can check either of them.
