You can pursue M.Tech without GATE score as well. SPA Delhi, SPA Bhopal and SPA Vijaywada. These colleges offer M.Plan in Urban and Regional planning, Transport and Environment, Infrastructure Planning. These colleges offer seats based on your past record, entrance examination and personal interview. Hello Shweta,
You can get a college through this percentile. My advice is:
1. Join to some job and prepare simultaneously for GATE.
2. Take a year drop and prepare for GATE aiming rank less than 100, join IITs for VLSI, you will get minimum package of INR. 12 LPA guaranteed in your core sector.
All the best.

Most of the colleges take admission only when you clear the GATE exam. Moreover, you should check the cutoff of the different colleges, as it gets changed every year.
