Yes, you can take admission into M-tech course without GATE score card. You can take admission in state technical university affiliated colleges by appearing for an entrance exam conducted every year by respective state university/colleges.
Most colleges have a provision for management quota. You need to contact the institute officials personally for specific admission details as it differs from one college to another.

Graduate Aptitude Test in Engineering (GATE) is an all India examination administered and conducted jointly by the Indian Institute of Science and Seven Indian Institutes of Technology on behalf of the National Coordination Board-GATE, Department of Higher Education, Ministry of Human Resource Development (MHRD), Government of India. M.Tech aspirants can apply for GATE exam as it is an all India test. The test is administered by top technology institutes.

Hi Snigdha,
No, while all bachelor programs are free in German Public Universities, many Master's program may have a nominal fee. However, most of the MS programs do not have a tuition fee. This does not mean it is free. There are other fees like accommodation, university semester fee, etc. This is rather nominal.
Also, many universities accept GATE and some even require it mandatory. Others require a GRE score. Basically, it would depend on the course and the university.

Here is the basic eligibility for pursuing M.Tech in Artificial Intelligence:
Minimum 60% marks at Higher & Senior Secondary level (10th & 12th)
B.Tech / BE in Mechanical / Chemical or M.Sc in Geology / Geo Physics withminimun 60% marks
For GATE applicants, their GATE score is given a 70% weightage, while for the others their BE or BTech scores receive 50% weightage; the balance percentage is determined through tests, with 10% weightage being given to experience in industry for students sponsored by industry.
As eligibility criteria and admission procedure may vary in different institutes as each institute have their own admission
