You will not get any college based on this score of GATE, but you still have other choices open. You can apply for the colleges in which you want admission for their own entrance examinations. 30 is too low a score to secure a seat in NIT's.

Yes, almost every PSU have conditions that minimum 60% marks are required to be eligible for Job and also as competition is very tough nowadays so cut off score in GATE exam is very high for getting selected in PSU. Different PSU have different cut off ranges starting from 50 and goes upto max by 80. But in case number of vacancy are less then in that case cut off is normally high and PSU with Maharatna grade has a very tough selection criteria with high cut off requirement in GATE for initial screening and selection stage.
