Yes, you can take admission into M-tech course without GATE score card. You can take admission in state technical university affiliated colleges by appearing for an entrance exam conducted every year by respective state university/colleges etc.
With Gate score you may take admission in some renowned institute's like IIT's, NIT's, BIT's etc.

Outstanding applicants with Bachelors degree in Engineering/Technology with an excellent academic record and aptitude for research are considered for direct admission to the PhD programme of Indian Institute of Space Science and Technology. yes, gate scores are valid for admissions in iim, there is a program called as FPM where gate scores are considered.
