Yes, you can take admission into M-tech course without GATE score card. You can take admission in state technical university affiliated colleges by appearing for an entrance exam conducted every year by respective state university/colleges etc.
With Gate score you may take admission in some renowned institute's like IIT's, NIT's, BIT's etc.

there is no meaning of doing mtech from ordinary college .
if you want to do , do it for best
