You must complete your bachelor's degree with quite good academic grades. GRE is optional for German universities, so you will be required to take only IELTS or TOEFL. You must check the university websites for minimum requirements. Fee is usually quite reasonable and may be around EURO 250 per semester for international students and varies with the universities. I will also suggest you to go through the DAAD website which contains fee and scholarship information.

German Universities are extremely cost effective and therefore their are lots of students wishing to go to Germany, especially from an Engineering background. In order to get into a good University in Germany, you need to have a score of 70%+ throughout your curriculum coupled with a GRE score of 300+ and an IELTS or TOEFL score of 7+ or 95+, respectively. As per your query it seems that you wish to pursue masters degree from universities in Germany, so regarding please remember in order to pursue masters degree from universities in Germany you need to have relevant undergraduate degree from recognized university with good academic record preferably 60%-80% plus in graduation, plus you need to take below mentioned tests:
1. GRE.
2. TOEFL or IELTS.
For admission in masters degree in German universities you need to have GRE score of 300-320 plus and IELTS score of 7 with no individual band below 6.5 or TOEFL score of 90 with no band less than 20.

Germany is a country known for its Technical advancements and thus pursuing a course in Electronics from Germany will surely be a good option.
The basic eligibility to pursue a Masters from Germany is 4 years of graduation, and as you are from DU, to the best of my knowledge, DU used to offer a 3 year graduation. In this case, you need to pursue a 1 year PG diploma from a recognised institute.
However, as a friend I would advice you to check the eligibility criteria of the German institute you are planning to go, as the admission eligibility varies from institute to institute.

In order to get a scholarship for you research, you first have to prepare a blue print of your research and submit it to the university and after getting the acceptance from the university, you have to submit the same to the organisation in which you will be applying for the scholarship.
