Hi Earth,
For Masters in Germany, the main thing is to have excellent academic scores, they don't ask for any additional exams besides IELTS and/or German language proficiency. Your entry will be judged by your academic record, projects, patents or publications if any, recommendation letters, personal statement etc. You may take GATE but not at all compulsory and depends on the university's admission requirements. If you feel your B.Tech/B.E scores are not so good then you can take GATE. I would suggest you check DAAD India website and also contact them for applying to German universities.

Cost of living Around 850 euros a month for living expenses. Compared to other European countries, the cost of living in Germany is quite reasonable. The prices for food, accommodation, clothing, cultural events, etc. Are basically in line with the EU average.

Living cost in European countries is very much, but it depends. You said that you are a vegetarian, but if you do not know how to cook, then the course would cost you more than a non-vegetarian, as you will have to travel distances to look for vegetarian food. As per Germany standards, fee is about INR 5 Lacs to INR 6 Lacs per year. This cost may height up a bit, according to where you live and how far you live, if you are studying in a university.

Norway
One of the few European countries to have crawled out of the Recession, Norway can boast explosive growth, low unemployment, and high wages. No, without prior work experience, you can apply to courses in Germany. But, for some courses, they do keep a requirement of minimum 1 year experience. It basically depends on the course. The main thing Universities look into is your GPA. If you have good GPA, then consider that your 50% of admission is assured. Rest depends on profile like skill sets developed, internships, projects handled and incase of some courses (the number of journals published)
In general, the Universities look into your GPA, your TOEFL/IELTS Score, Your SOP and LOR's obtained. If you have Good GRE score, it improves your chances. But, it is not mandatory. Also,

For TUM, GATE score should be high enough. But writing only GATE is not enough, you have to write GRE tougher and trickier than GATE to study abroad.

The admission requirements vary depending on whether you want to do- UG or PG.
