It really depends on the level (graduate or undergraduate) and the subject you are applying for. Bachelor in Mechanical Engineering, for example, is the most fought over subject and thousands of applications arrive each year from Germany and all over. For this particular subject there are extra rounds of reviews and interviews (which are not applied to other subjects). In general, I would recommend fulfilling all requirements for the particular subject, obviously. (minimum grade, GRE if applicable, TOEFL if applicable, cover letter, neat CV, etc. ). Hi, German universities typically accepts 3 years degree, therefore, Phillips University should also do.

Hello,
Your CGPA scores are good to get through the German universities. Though now, they have made German, not mandatory to study in Germany, but its suggested you should know the basic German language in order to communicate with the people. You shouldn't have more than 5 backlogs.
Besides this, you need to appear for IELTS/ TOEFL and GRE Exams as suggested by universities. If you are planning for 2019 October in Germany, you should start with your application process that would require SOP and 2 LORs.
