Degree is valid everywhere. But, universities or institutes have some parameters for the admission. So, you need to know about their parameters about the requirement for the admission.

It's very nice to know your dream of pursuing postgraduate studies in Germany after doing your engineering in India. Yes, Germany is a good country to opt for. Of course competition is a bit tough here but then I am sure you will work hard to fulfil your dreams. I am attaching a link that will give you all required information. It is partially true, the public universities are free but not every single university. Undergraduate courses are free and also very selective. To study B.Sc in Germany you must complete class 12th and one more additional year of formal schooling, since they require 13 years of education. You can clear IIT-JEE Advance to be eligible or enroll into a B.Sc physics course in India and complete the first year with outstanding percentage. You have to be brilliant to be accepted by German universities.

Germany is a highly competitive country and if you are seeking admission to Bachelor's degree courses, you have to complete 13 years education and not apply directly after class 12th. Students from India generally give the IIT-JEE Advanced to be eligible to study in Germany. In addition, you must have a very good academic performance. Students must also know the German language as all UG programs are taught in the German language.

Yes, in many cases you can. Many colleges can accept you but with more strict evaluation because you are from open schooling. But, not every college will accept your application. It is therefore advisable that you check with them directly. Chances of admission in Germany are very less so will recommend you to check colleges in US, Canada, UK, Australia, etc. You can drop the admission offices an email and they will let you know if NIOS will be accepted and if additional verification will be required for admission.
