There are many good colleges, but Technical University of Munich (TUM) and LMU Munich are considered the best. For engineering, RWTH Aachen is also very top level. It depends on your course which one is best for you.

Yes, most Public Universities in Germany are free and do not ask for tuition fees. You only pay small semester contribution. But be careful, universities in Baden-Württemberg state and TUM (Munich) now charge fees from international students. So check before applying.

International students are allowed to work 20 hours per week. Many students do part-time jobs. You can earn around 538 Euro by doing several jobs. This money is usually enough to cover your monthly expenses like food and health insurance, but maybe not full rent if you live in expensive city.

It is mostly free but not 100%. In public universities, you pay zero tuition fee, except in Baden-Württemberg state and TUM. However every student must pay a semester contribution of approximately 300 Euro every six months. Also, you need money for living expenses like rent and food, which is not free.

Yes, for Master degree, many universities offer courses in English. You don't need German language for class. But for daily life, like shopping or talking to the landlord, learning basic A1 or A2 level German is very helpful. For Bachelor courses, it is hard to find English options, they ask for C1 German.

Germany is very strict about marks. Most public universities in Germany want good grades in your Bachelor degree. If you have low GPA (like less than 7.5), it is very hard to get seat in top colleges there. They don't care much about your work experience, they only see your college subjects and credits. But Ireland is different. Irish universities look at your profile properly. If you have 2-3 years of relevant experience in IT or coding, they can give you admission even with less marks. So, for students with study gaps or low percentage, study in Ireland is safer choice.
