To study in Germany, you must have excellent academic grades. Above 75% is the minimum expected. You must take your IELTS and knowledge of German language will be beneficial. Publications, extracurricular activities, research work, etc. are also required. You can check University of Hamburg, For other information like colleges and fee, check here:

DAAD is the most important website you have to see for Germany admissions. Living expenses is around 8000 Euro a year.

German universities require 13 years education prior pursuing the bachelor degree programs. If you are from India and completed 10+2, an additional year of formal schooling or college would be required.
You can complete the first year of bachelor degree in India and apply for the BBA degree in Germany. Besides, you must know German language and must also take the IELTS. You have to check the university websites for university specific information.

Yes, B.Tech percentage does matter in pursuing MS courses in Germany. However Universities do not mention and specific cut-off on their site because of 2 reasons:-
1. Universities abroad evaluate a person's overall profile than just specific scores. For ex: - 10th, 12th, Bachelors scores, work experience (if any), extra-curricular etc.
2. As Vikas rightly pointed out, cut-offs for admission keep changing from year to year depending upon the type of applications received. However they are generally very high for German Public Universities.
