13 years education is required and Diploma is not accepted. Very high academic grades are required, 69% and 9 backlogs is not a suitable profile to apply to Germany. If you really want to study in Germany then clear IIT JEE Advanced to be eligible or enroll into a Bachelor degree and complete the first year. Very good ranking and percentile will be required. You should look at other countries like Australia, Europe, etc.

KIT, RWTH Aachen, TU Darmstadt, TU Mnchen, TU Braunschweig and Clausthal University of Technology are some of the most reputed universities for your field in a particular order. There are no good and bad universities in Germany and every German Technical University has a strong presence in terms of research and teaching.

Hi,
The eligibility for MBA programs in Germany and almost all top ranked universities abroad require applicants to have a good academic profile, have atleast 2-3 years work experience and a good GMAT or GRE score. You may check for university specific requirements:

Germany is one of the best countries for medical studies. Having said that the universities are highly competitive. Very high academic scores and an overall strong profile is required.

Hello,
Yes, you may be able to do your MS in CSE or IT from your undergrad stream of ECE but would be highly competitive. Since both the countries require high scores in the Bachelor's degree with least backlogs, and strong SOP & LORs, you must posses good grades & apply. Canada in addition to your application, prefers your communication with the professors of your stream as most of the MS in Canada are funded & need faculty approval for admission. I would strongly suggest you to take GRE too along with an English proficiency test (IELTS or TOEFL).

Hope this help.
