Since Diplomas are not accepted by German universities, you cannot apply to a Bachelor's degree directly. To be eligible, you can enrol for a Bachelor's degree in India and complete the first year but with very good grades. On completion of the first year, you can apply to Bachelor's degree in Germany. You must also learn German language and take the IELTS too.

To do a Master course from foreign universities, I.e Germany you should achieve good band in IELTs & IELTS band also depend upon your engineering marks or percentage so it depends on your band.

Hello, Yes you may do an M tech from Germany if your academics are high. The universities in Germany look at high GPAs & strong Letter of references to select you. Though GRE may not be mandatory but is highly recommended. Your GPA is an average & can be improved to be in the top 10 percentile category of your college.

Please enroll into a Bachelor degree program in a recognized institute and complete the first year with very good grades. Check the ANABIN website for your degree equivalency. As mentioned earlier you cannot apply after a Diploma. You can apply to a bachelor degree program in India and complete the first year with good grades. You can be eligible after clearing IIT JEE Advanced too. For universities, etc. check DAAD website:
