16 years of education is not mandatory to study Master's degree in Germany. They accept 15 years or three years Bachelor's degree. You only need 16 years of education to study in USA and Canada.

Work hard on your academics, very good scores will be required. See if your university is recognized by UGC. Also, check ANABIN and UNI-ASSIST for your degree recognition by German universities and admission requirements. You must also take your IELTS.

The general requirements are:
1. good first degree, equivalent to an overall result of 2.3 or better (according to The German marking system) in business administration, economics or a related discipline, obtained after a programme of study with a minimum standard full-time study duration of three years.
The minimum business or economics content of the first degree should amount to 60 ECTS credits, of which at least 10 should stem from economic/business research modules (e.g. data collection, data processing, mathematics, software development or statistics).

No specific exams need to be taken. You must take IELTS for English language proficiency. Most importantly, you must have very good grades. Knowledge of German language is recommended. Check the DAAD website for more information.

IELTS alone does not lead to scholarship. You can apply for the British Council scholarships. To study and to obtain scholarship in Germany one must be highly academic with excellent scores.
