Yes, USA is always the best, but you can prefer Germany, if you don't want to spend too much money. You should also learn German, at least up to A2.

It depends if university doesn't have holistic approach for admission review. They may consider conditionally, however 315+ always recommended.

A score of 277 on GRE is in no way good. You need to take the GRE again and target a score of 300+ for decent CS programs.

Almost every university in US requires a GRE score for admission into a Masters degree program. The GRE tests includes verbal reasoning, quantitative reasoning and analytical writing. You can take the test online from any of the test centers in the world.
