Yes, you are completely eligible for it. But some universities have different rules so you will have to check from Admission office of your university.

As per the question, you completed 2-years of your education and dropped 5th and 6th semester. Details of the year in which you have dropped the course is not mentioned, I think you will need to speak with the college authorities for reliable information. In case the gap is large, you can continue the course with distance education as the fee is comparatively lower.
