Goa, Chandigarh and Jaipur would be the best among the options provided by you. But based on your rank it would be difficult to get into them, thus is unless you have any reservation.

Candidates who have done their graduation other than Dibrugarh University have to appear for the entrance test conducted by the university.

There are subjects like history, political science, economics, etc. are taught in the UG course of social sciences. It's a very nice course to do as subjects are taught by some of the finest professors as well as the course is well structured. This course is not some Honors course with lots of specific syllabus on one subject, rather this course is very much interdisciplinary, so learning will be great.

IMS Guwahati coaching centre is the most reputed coaching institute in Guwahati, Assam for banking exams with an excellent faculty team and comprehensive study material.
Apart from this, some of the trusted institutes for bank PO preparation are-

IIEST, Shibpur is better as it holds 17th rank in All India Engineering colleges by MHRD. From my personal experience NIT Andhra Pradesh is not a good opinion.
