State department is responsible for IT SEC and Cyber Security on national level (such as Indian CSIRT under the Ministry of Communications and Information Technology). People responsible for IT SEC in all state departments, overview of them. See at Government of India Web Directory.

First of all, you have to opt for B.Tech CSE to know basics about different aspects of networking, attacks, and basics of coding. Many universities offers specialised courses in B.Tech CSE for Cyber Security and related topics. You can choose for these specialised courses as well.

Cyber Security course is in high demand and Cyber Security Training is providing complete knowledge as well as specific methodologies that must be put into practice to ensure information security of an organisation. There are so many institutes in India like Udemy, Koenig Solutions, Global Knowledge. From my point of view, Koenig Solutions is one of the best authorised institutes in all over India Appin Technology lab RIMT university Tilak Maharashtra Vidyapeeth are other options.

IIHT is the best institute if you are looking for a long term course. Jetking Institute in Kukatpally and Ameerpet are good for short term courses.

For becoming an ethical hacker, you need to have good computer skill rather than programming skill. You have deep knowledge about local area networks and internet connectivity procedure.
You should have the skill to access protected sites and servers.
You should have the skill to crack passwords and authentications which a server provides to its clients.
However, You can also learn or get training in ethical hacking from the reputed institutions across the country.
There are many training institutes like NIIT, JetKing, Brainware. etc.
The fee structure will be varies from 20000 to 25000 rupees for 6 months duration course.
