If your question is about training fee, then CCNA would cost approx 6k-8k and MCSE would be approx 9k-12k.
Now, if I will come to Global certification cost - The fee structure of cisco certifications has changed after the launch of GST (01-jul-2017) in India. Before GST, fee of CCNA R&S was 325 dollars. But after the launch of GST you have to pay fee + 18% GST means the sum is now 383.50 dollars.
MCSE Global: Exam 70-740(Installation, Storage, and Compute with Windows Server 2016)- $165.00 USD

Sir your son has scored a little bit less percentage as per today demands of colleges but yes still he can do cyber security specialisation from the university which offers this course. As every college has its own criteria for eligibilty for admissions so you can contact or download the college's brochure.

You should go for B.Sc. IT or B.Tech IT as it includes all the courses for which you are looking for to get specializations in cyber security. You can opt for Poornima University as it has B.Tech with CS in dual specialisation with cloud technology and information security. Also it has B.Sc. In Information security.
