No, you can't. The third and final round of counseling for this year is over, and you have been allotted your institute. This is what clause number 11.7 of NCHMCT brochure says:-
INTER-INSTITUTE TRANSFER/ MIGRATION
National Council does not allow inter-institute transfer or migration on any ground during the entire duration of course since the allotment of Institute are done on merit-cum-choice only. No request for transfer or migration will be entertained after allotment of seat in any Institute of Hotel Management.

If you really want to be a cook.
It is very good.
Do a research about the field, find each and every aspect of the cooking.
This will increase your knowledge about the field too.
Then, you can find out the possibilities and the way which is reliable to you.
In this case, I can only suggest you to follow your heart and be practical for your goals and actions.

If Maths was your optional subject in 10+2, and you have successfully passed your 10+2, then you can definitely join Diploma in Hotel Management in any college. Maths is not the essential subject for that course. But, have to give the entrance and qualify it. Best of luck.

In order to pursue under graduate course, you must completed 10+2 from recognized school.

You go for documents verification and visit your IHM and ask for uniform and for more details, contact your institute.

For the diploma, you need to have at least 12th pass certificate. Therefore, it is advised you pursue that and thereafter, you may apply.also you will more eligible for job after that but after 10th you may not be eligible to use the diploma.
