IHM Kolkata is the better choice. This is due to their better placement records. And affiliation to the Government via NCHMCT and Ministry of Tourism .

Yes, if you are a topper in your board exams in the particular district, you would receive lateral entry without entrance.

You have a chance of getting into IHM-Kolkata. But, last year's statistics shows that general category closes a few ranks above you. But, this year it may change for the better or the worst. There is an admission predictor in shiksha website. Check that out.

For starters, it is like asking difference between 10th standard and 12th the standard. You need to pass class 10th to get into class 12th. Both are degree courses. One is a under graduate course and another PG course. In the first one you would be dealing with raw hotel management, and in the second one you would be focusing on the business aspect of hotel management.

IHM are of three types. Central IHMs, State IHMs, Private IHMs. These are affiliated to NCHMCT. But, only central IHMs and State IHMs belong to the government. These are more subsidized in many areas. Then, we also have hotel management colleges running independently or under various universities. These are generally private. Some come under a few government aided universities.

Yes, you can get the seat, but make sure, if you don't get the seats, you attend all the counseling with the final seat allotment, where can you easily get a seat in any of IHM. As your rank is good, you will get the seat surely.
