Hospitality industry provides better prospects in certain countries abroad. In fact, your investment on returns is better than in India.
Many colleges offer 6 month teaching and 6 month paid internship system. So though initial investment is high for the course, you can recover upto 40% of your investment.
You can choose countries like New Zealand, Switzerland, Canada, Ireland. Cost will depend on the country and college you choose.

Yes, you can very well go for MBA-Marketing after BBA in hotel management. There is no pre-requisites for joining MBA-Marketing. As you have already done BBA in hotel management, you will get some topics in line with your graduation.

If you do graduation degree such as B.Sc in hotel management from a recognised institute or university then you are eligible to appear for civil services examination.
