There are colleges which accept a score of 6.5 in IELTS, however there are other colleges which require a minimum of 7 in the IELTS exam. Please refer to the link provided below for a list of universities for under graduate field of study and requirements to gain admission into an institute in Canada:

With 55%, he can apply to SPP colleges only. For non-SPP colleges, 70% and above is required. He can check good and popular colleges like Sheridan, Durham, George Brown, Humber, etc.

Chances could be there but not the high ranked ones. You should start writing to the colleges for profile specific queries and they will guide you. Your IELTS score is low for a post graduate course but you can be offered a pathway or bridge course. It is best you check with the colleges directly before applying and clarify your doubts.

For PG courses, a score of 6.5 is required. However, many colleges/universities offer bridge courses in English and this will depend on the student profile and the university solely. You are requested to contact the university in this regard.

I am afraid you are not eligible. Your scores are too low for a conventional university. I would have suggested SPP colleges but they won't accept more than 5 backlogs. Please try any other country, may be Norway, Ireland, Belgium, etc. You may also consider vocational/professional courses in New Zealand and Australia.
