Hi,
For Bachelor's degree an IELTS of 6 with no section less than 5.5 is required. For Masters level an overall score of 6.5 with no section less than 6 is required.

You need to score 6 band and above to get admission in a good college.

It's just like betterment exams, if you retake and score better than the previous attempt then the current score which is better will be considered. And, if you score less than the previous attempt then your previous score will be considered.

Universities abroad have bridging courses or foundation programs in English, designed for students not meeting English language requirements. You must visit college websites and check for these details on the same. Please email them for IELTS requirement and such bridging courses, colleges will guide you accordingly based on your profile.

Chances could have been better if you had good grades in 12th. With 59% you can check colleges under SPP. Every college has different requirements. Submit your application on time, a good SOP and strong recommendation letters would be required too.

Scholarships are on merit. They may offer you scholarship on basis of TOEFL or IELTS scores but these scores won't be the only criteria. You must have very good scores in your academics and overall a very strong profile.

With 54%, you will not be accepted by German universities. Required score is around 75% to study in Germany. You can check options in Poland, Ireland, Austria, etc. For a Bachelor's degree, an IELTS of 6 with no section less than 5 is required but every university and country has different requirements. You have to visit university websites and research yourself for specific admission requirements. Admissions are not based on IELTS alone and if an university finds your profile strong they may accept you. Every program and University has different admission requirements. You may also be required to take a bridge course in English if the university suggests.
