Yes, you can get NITs or IIITs with your rank. All you need to do is some of these steps :
Your choices must include all the branches of NITs. You can omit some of the North Eastern NITs but you must include every branch of the central NITs. Wait till the very end of counselling. Most of the times you can get good NITs or IIITs in the 7th or Special round. Make a list of your choices and arrange it according to your preference and fill it accordingly. No one is going to tell you this but the fact is that in the next 4 years of your B.Tech, you want to enjoy and study. You do not want to waste those years in trying to do something that you are not even interested in. So to answer your question, if you are passionate about CSE, if you are interested in computers, just do not think twice and go for CSE in some new IIIT. You are getting the branch you want and moreover, it a IIIT. New old, it has a reputation, and moreover, there will be companies there for your placement too. You are eligible if you have scored more than 75% in board exam of 12th. But based on above score it is not possible, but you can take drop improve your result and then get admission in IITs and NITs.

The eligibility criteria to get admission in NIT and IIIT is:
75% in 12th board exam and good marks in JEE Mains that's all you need.

No, it is not a normal practice in JoSAA but due to pandemic there were relation for past year, there is no chance that they will continue with that.

You can expect some lower NITs with lower branches also you have good chances of getting decent IITs with good branches so don't give up and participate actively in JoSAA.

No, you can not get admission into any college with your JEE Main rank, even under the Schedule Caste category without a home state quota. However, this is just an estimate based on the previous year's cutoff, and if seats are available for this year, you may also get admission at the National Institute of Technology and Indian Institutes of Information Technology. With 17200 rank, it's not possible to get into IIT Delhi for General Category Students. With 41200 rank you can get Mechanical Engineering at NIT Delhi and may get Electrical Engineering by CSAB-2.
