friend., 63% is not sufficient for IIT because he see 75% minimum. Bt u can a work, Start preparing JEE and give best score in JEE main aprox 160 above marks. OK then u can get top NITs of IIT level. just go. don't waste time.

Yes, you can write the exam next year also. But do check the age limit. If you believe you can clear the JEE Advance and get into a IIT, only then repeat.

That will not be beneficial most probably. You shouldn't be demoralized at this stage only, you have a long way to go. You can apply to some best private universities and get the same knowledge and pay packages. Private universities are also having best infrastructure now. Some suggestions -
